NAVY SUBMARINE BASE KING’S BAY, GA — The Navy is seeking a ball gag order for Cdr. Dominic Topper, the former commanding officer of the Ohio-class submarine USS George Santos in the wake of accusations of multiple felonies and violations of the Uniform Code of Military Justice. The crimes are said to have occurred while Topper was deployed to Korea in support of Operation Pacific Catfish.

According to the Navy, Topper allegedly violated Article 133 of the military code with conduct unbecoming of an officer and a gentleman. Specifically, the commander is accused of calling a visiting congresswoman “Mommy”, cheering for Army football, and wearing a leather gimp suit during a tear gas training session. (The leather gimp suit is an authorized uniform but only in August)

The ball gag order comes days after Topper posted a video on the family-oriented social site FetLife.

"I fully believe that I am innocent of the specific charges. Occasionally, I will be a naughty little sailor and must be punished like the dirty boy that I am, but I will always abide by Navy regulations," Topper said in the video. "I am an American with those rights guaranteed by the Constitution and those granted by Queen Pain."
